The Civil Department is proud to continue our ongoing relationship with Guerrilla Development and Brett Schulz, Architect. We love helping to provide micro retail and commercial space along Portland’s thoroughfares, as well as innovative solutions to the housing crisis.

Jolene’s First Cousin—a 3,521-square-foot, mixed-use development—will bring together commercial space and affordable housing. Froelich Engineers is providing civil engineering services for the two buildings that will include retail space facing NE Glisan and 11 single room occupancy (SRO) units. Each 100-square-foot SRO room will have its own bed, closet, and sink, while sharing amenities: a kitchen, living and dining rooms, showers, toilets, laundry facilities, and a private landscaped courtyard. Tenants will be placed by JOIN, a Portland nonprofit that helps houseless people transition into permanent housing.

Froelich has also teamed up for another NE Glisan project, Rocket Empire Machine. This mixed-use development will house 4 micro-restaurants in a 2,820-square-foot building on a 5,000-square-foot site.
